American Association for Public Opinion Research (AAPOR) is a United States-based professional association devoted to the study of public opinion, survey research, research methodology, and the responsible use of research findings. Its membership brings together researchers and users of research from universities, government, news organizations, nonprofit institutions, and private companies. AAPOR promotes ethical conduct, methodological rigor, transparency, professional education, and public understanding of the strengths and limitations of survey evidence.

AAPOR is particularly associated with its Code of Professional Ethics and Practices, survey research guidance, and the Transparency Initiative. These resources help practitioners explain how research was designed, who participated, how data were collected and analyzed, and what conclusions are justified. They are relevant to Public Opinion Research, Survey Research, Marketing Research, Customer Research, and organizational decision-making. AAPOR is a professional association rather than a government regulator or a certification authority for the accuracy of individual surveys. Its published guidance informs research practices but cannot substitute for independent appraisal of a particular study.

History and development
AAPOR was established on 4 September 1947. Its origins lie in a 1946 gathering of public opinion researchers in Central City, Colorado, convened following an invitation from Harry H. Field of the National Opinion Research Center. The meeting took place while public opinion polling was developing into a professional research field. Formal organization in 1947 produced AAPOR and the World Association for Public Opinion Research (WAPOR). AAPOR's history describes their continuing association and identifies professional standards, methodological development, and scholarly publishing as longstanding priorities.

Public Opinion Quarterly became AAPOR's official journal in 1948. Over time the association's work expanded beyond conventional telephone or in-person opinion polling to encompass a wider range of sampling, online research, quantitative and qualitative methods, and emerging approaches to data collection. Its present-day scope includes attention to how artificial intelligence is used in the research process. This evolution reflects changes in how individuals can be reached, how their responses can be interpreted, and how research quality can be assessed.

Mission and scope
AAPOR's work addresses two connected concerns: how research is conducted and how its findings are communicated and used. The association aims to promote credible information about people's beliefs, attitudes, experiences, behaviors, and preferences. It also helps audiences understand why a survey result may be informative, uncertain, biased, or unsuitable for a particular decision.

The association works across several communities rather than representing a single industry. Academic researchers study methodology and social attitudes; government agencies use survey evidence to inform public services; journalists commission or interpret polls; companies investigate markets and customers; and nonprofit organizations study constituencies and programs. AAPOR provides a common professional vocabulary across these settings.

Its activities include the development of professional standards, educational events, publications, reports, professional networking, and information for journalists and other consumers of research. The scope includes qualitative and quantitative inquiry, although particular recommendations may be specific to a research design.

Code of Professional Ethics and Practices
AAPOR's Code of Professional Ethics and Practices articulates obligations to research participants, clients, research users, and the public. The version displayed on the association's standards page is identified as revised in June 2026. It emphasizes scientific competence, integrity, accountability, transparency, human rights in research, and responsible reporting.

The Code is a professional ethics document. It is not a universal legal rule governing all research, and compliance with it does not establish that every estimate is unbiased or that every result can be generalized. Legal requirements concerning privacy, consent, and personal data must still be evaluated in the relevant jurisdictions.

The Code's practical significance is that it makes research quality and disclosure part of professional responsibility. Its principles can guide research commissioning, participant recruitment, data handling, analysis, publication, and correction of errors. A research organization should also maintain operational procedures capable of demonstrating how those principles are applied.

Survey research quality
AAPOR's survey guidance treats research quality as a property of the entire research process. A large number of respondents is not enough to establish that a survey represents its target population. Problems can arise from population coverage, sample selection, nonresponse, questionnaire design, interview mode, respondent behavior, weighting, data processing, and interpretation.

Defining the population
A study should specify whom the research is intended to describe. Findings about customers who responded to an emailed satisfaction questionnaire may not represent all customers, all potential buyers, or an entire market. The target population, sampling frame, eligibility criteria, and exclusions shape the meaning of the result.

Sampling and recruitment
Probability sampling uses known or calculable selection probabilities under a specified design. Nonprobability approaches may use opt-in panels, convenience recruitment, quotas, or other mechanisms. Both can produce useful information under appropriate conditions, but they involve different assumptions and limitations. A conventional sampling margin of error cannot automatically be attached to a nonprobability sample.

Questionnaire design
Wording, response options, question order, recall periods, and survey mode can influence how participants answer. Clear questions and pretesting help identify ambiguity, leading language, or inaccessible formats. The full instrument provides context needed to interpret reported estimates.

Nonresponse and measurement error
Some invited people cannot be contacted or decline participation. Their views may differ systematically from those who respond. Weighting can adjust observed imbalances on measured characteristics but does not remove every source of bias. AAPOR's best-practice resources emphasize transparent treatment of these limitations.

Transparency Initiative
AAPOR's Transparency Initiative (TI) promotes routine disclosure of research methods for publicly released studies. The initiative encourages participating organizations to publish enough methodological information for readers to examine the study's design and limitations. The initiative began inviting organizations to join in 2014.

Transparency is distinct from quality certification. AAPOR explicitly explains that TI participation does not mean the initiative has judged the rigor or validity of a member's methods. Disclosure enables scrutiny; it does not guarantee a study's accuracy.

The initiative's current disclosure material explicitly addresses AI-assisted interviewing, automated coding, and synthetic responses. These provisions help readers distinguish observations supplied by people from modeled or generated material.

Research reporting and interpretation
AAPOR's emphasis on responsible disclosure matters because reported survey percentages often appear more precise than the underlying evidence warrants. Interpretation requires the research question, dates, population, mode, sample design, and relevant uncertainty to be considered together.

For example, a result presented as “60 percent support” is incomplete unless the reader understands what respondents were asked, who they were, when they were surveyed, and how the estimate was produced. A statistically precise estimate can still be misleading if the target population is poorly defined or the underlying question is biased.

Research users should also distinguish a descriptive finding from a causal claim. A survey may show that satisfied customers are more likely to renew a service, but that association does not by itself prove that increasing satisfaction will cause renewals. Experimental or otherwise credible causal designs are needed for stronger claims about interventions.

Publications and professional education
AAPOR supports journals and practitioner resources that address both findings and methods. These publications perform different roles within the profession.

Education and professional exchange help researchers respond to changing survey modes, recruitment difficulties, data sources, and analytical tools. Journal publication, training, and professional membership should nevertheless be distinguished: membership in an association alone does not demonstrate individual competence or validate a research report.

Relevance to business and technology leaders
AAPOR's principles are relevant wherever organizations use surveys to guide strategic or operational decisions. For a CIO, common examples include employee technology experience surveys, IT service satisfaction studies, digital adoption assessments, security awareness research, and user feedback on new enterprise systems.

Marketing and customer leaders may apply similar principles to Customer Research, Marketing Research, Customer Satisfaction, buyer studies, product feedback, and brand tracking. Procurement or strategy teams may use them when assessing supplier-sponsored surveys, consulting benchmarks, or market reports.

A useful executive review begins by asking whether the population corresponds to the decision being made. Survey evidence from a small set of enthusiastic users may be valuable for exploring usability problems but insufficient to justify an enterprise-wide adoption forecast. The answer depends on the purpose of the study and its design.

Technology leaders should also scrutinize how platforms transform raw feedback into scores, sentiment categories, or AI-generated summaries. Automated analysis can be useful, but teams should disclose and evaluate its inputs, validation procedures, and failure modes. A dashboard does not eliminate the uncertainties of the research that feeds it.

Illustrative application
A hypothetical enterprise plans to replace an employee service portal and commissions a survey of staff members. The vendor reports that 82 percent of respondents prefer the proposed portal. Before approving rollout, the CIO's team asks which employees were contacted, how respondents were recruited, the response rate, the question wording, and whether non-desk workers could participate.

The review finds that the survey invitation appeared only in the current portal, which many field employees rarely use. The study may accurately summarize its respondents' preferences, but it does not represent the workforce as a whole. The team commissions additional field-worker interviews and a broader sampling approach. It then distinguishes the initial result from findings that better cover the intended user population.

This example illustrates why transparent methods and clearly stated limitations are useful even when researchers act in good faith. It is an illustrative scenario, not a case documented by AAPOR.

Related organizations and concepts
AAPOR should be distinguished from WAPOR, an international professional association with shared historical roots, and from the American Statistical Association, which addresses statistical science more broadly. It should also be distinguished from the American Marketing Association (AMA), which is a professional organization for marketing and its related disciplines.

AAPOR's ethical and reporting resources can inform Survey Research across domains, but they do not replace field-specific legal requirements, institutional review processes, or specialized standards. Researchers may draw on additional guidance where medical, educational, governmental, or regulated-data contexts require it.
