What is the Federal Segment Architecture Methodology (FSAM)?

The Federal Segment Architecture Methodology (FSAM) is a methodology used by the United States Federal Government for developing and managing enterprise architecture (EA) at the segment level. A segment is defined as a discrete portion of an organization's enterprise that delivers a specific set of capabilities or services.

The FSAM provides a standardized process for developing, maintaining, and assessing the architecture of government segments. It is based on the idea that to effectively manage the government's information technology (IT) investments, it is important to have a clear understanding of the current and future state of an organization's EA and to ensure that it is aligned with the organization's mission, goals, and objectives.

The FSAM includes a set of activities and deliverables that guide the development of an EA at the segment level. The methodology includes the following steps:

  1. Segment Identification: Identify the segment and its boundaries.
  2. Segment Analysis: Analyze the current state of the segment, identify gaps and inconsistencies, and assess the impact of any changes to the segment.
  3. Segment Design: Develop a future-state architecture for the segment that addresses the identified gaps and inconsistencies.
  4. Segment Implementation: Implement the future-state architecture.
  5. Segment Assessment: Monitor and evaluate the implementation of the architecture to ensure that it is meeting the segment's goals and objectives.

The FSAM is used by the U.S. Government to ensure alignment between IT investments and the organization's mission and goals, to optimize the use of resources and improve the effectiveness and efficiency of government programs and services. It's also used to promote collaboration and standardization across government segments and agencies.
